The index of human development is an indicator for inter-countries measuring of the life quality which is annually calculated. In the article the rating of the countries according to IHPD is analyzed. Possibilities of the indicator to estimate the basic indicators of life quality in the regions are considered. Modern tendencies in the field of human capital development are disclosed and its indissoluble connection with social capital is noted. The main advantages and disadvantages of IHPD in order to carry out differentiated regional social and economic policy are revealed.Downloads
