The article is devoted to consideration of the construction of strategic planning system in the Russian Federation. The main objective of the work is reduced to the analysis of its basic aspects: essential, substantial and value. In the article the process of formation and further development of strategic planning in the Russian Federation is considered. Definition of the term according to the federal law is presented and strategic planning problems are designated. The basic problems of construction of strategic planning system are analyzed and directions of the decision are suggested.Downloads
