Development of digital system in the field of procurement (on the example of Perm territory)

The modern world is full with digitalization of economic, technological and production processes. In the article the authors focused on the features and difficulties of digital system development in the field of procurement. Digital systems are associated with electronic processing of large amounts of data, including both hardware, software, and the structure of business processes, allowing to increase the interaction efficiency of all elements of the system. The purpose of the research was to study and evaluate the modern procurement model with the emphasis on the field of public procurement and to define legally regulated procurement areas and unregulated areas of the process. The methodology of the research included the study of the theory of digital systems formation in the field of procurement, the state and practical aspects of the systems functioning and use of digital technologies to improve the processes efficiency in public administration and business. The methods of problem generalization, system analysis, and comparative modeling were used. As a result of the study, a detailed scheme of information systems related to procurement in the Russian Federation was presented (on the example of a separate subject of the Russian Federation - Perm Territory). Comparison of the impact of digital system requirements on commercial and public procurement was carried out and bottlenecks were identified. These are acceleration of all events, new risks, the necessity to integrate counterparties and development of new professional skills. The elements of the digital system development in the field of procurement were also summarized. In all parts of this system, the customer occupies the main position, the control bodies take over a third part of the powers, the supplier, contractor, and performer participate in a smaller share. We believe that this study will allow determining the vectors of digitalization of procurement for both practitioners, legislators, and scientists more accurately.Downloads
