Development of cluster approach based on the concept of smart specialization: theoretical aspects

The concept of smart specialization is an important area of regional development in European countries. The purpose of the article is to develop theoretical aspects of cluster approach based on smart specialization concept. The research methodology is based on the use of general scientific methods of cognition of economic phenomena and processes, synthesis, systematization, theoretical generalization and comparison. The article discusses theoretical aspects e of smart specialization concept including such concepts as: critical mass, critical networks, clusters, public-private partnerships and cross-industry relations. The concepts of smart specialization strategy and cluster initiative are defined. Interaction of smart specialization concept and cluster policy has been established. As a result, it was revealed that integration of clusters into development process and smart specialization strategy implementation opens up new broad prospects for clusters in regional development policy.Downloads
