International reserves as an element of national financial system

The purpose of the article is conceptual identification of international reserves as an element of national financial system. Taking into account the trends in modification of international economic relations in the financial sphere, the objectives of international reserves creation, management patterns of international reserves in the context of various situational and market conditions of the system of international economic relations are clarified. The methodological tools used were induction, deduction, analysis, synthesis, and historical method. Conclusions and proposals on current approaches to international reserves management were made in the context of the current geopolitical situation of Russia. The practical significance of the work is in the fact that, on the one hand, it determines the aspects of the theory of the country's international reserves management that remain relevant in current situation and are promising for the planning international reserves in the long run. On the other hand, the article presents the results of the study of the risks which the national economy faces in using international reserves as a framework instrument of hedging international risks. The problem of identifying claims related to the structure of international reserves previously used in Russia is specially highlighted.Downloads
