In the article the theme of effective development of local government in Russia is considered. Zones of responsibility and competence of the work of authorities at different levels are studied. The hottest problems slowing down the work perfection of municipalities are considered in detail. The author puts forward recommendations concerning improvement of the activity of municipal unions to improve the ways and mechanisms of the work of local government. Special emphasis is placed on planning of competent budgetary policy of local authorities.Downloads
