Abstract

The article is devoted to conceptualization of the paradigm of sustainable development of territories through the synthesis of endogenous, exogenous, spatial and institutional determinants. The purpose of the study is systematic evolution analysis of theoretical approaches to territorial development and substantiation of the transition to integral meta-paradigm of sustainable development. Comprehensive system of four determinants groups of territorial development was proposed for the first time with the account of their complementary nature. The scientific novelty of the research is in the systematic evolution presentation of theoretical approaches to regional development - from the polar concepts of exogenous and endogenous growth to integral meta-paradigm of sustainable development. An original classification of theoretical approaches is suggested, their limitations and possibilities of overcoming within the framework of modern paradigm are identified. The research materials and methodology include comparative analysis and systematization of fundamental and modern economic theories, as well as content analysis of regulatory documents. The methods of theoretical generalization, comparative analysis, evolutionary and institutional approaches were used, which made it possible to identify the interrelationships and transformation of the key concepts. The results and discussion demonstrate that sustainable development is a meta-paradigm integrating economic, social and environmental aspects through the mechanism of 17 interrelated Sustainable Development Goals (SDGs). It is established that each of the considered theories (exogenous and endogenous growth, and spatial and institutional approaches) contributes to understanding of territorial development, but has systemic limitations that are overcome within the framework of the paradigm of sustainable development. The practical significance of the research is in the development of conceptual framework for regional development strategies that take into account integration and interrelation of factors. The results can be used by the state and municipal authorities to design balanced development programs focused on achieving the SDGs. Sustainable development of the territories is an integrated system synthesizing endogenous, exogenous, spatial and institutional determinants. The key attributes of the paradigm are consistency, balance of interests, long-term orientation and adaptability. Further research may be aimed at developing the tools for assessing the interaction of sustainable development factors and their impact on achieving the SDGs at the regional level.
