Development of Management Institutional Infrastructure of Agroinvestment Policy of the Region

Increasing macroeconomic uncertainty causes formation of a large number of negative factors that can destabilize national socio-economic system. Under such circumstances, officials and parliamentarians at various levels need to strive to develop available domestic potential. In particular, one of such critical resources is high potential of one of the flagships of the economy -agro-industrial complex, capable of meeting the increasing needs of most of the largest agglomerations. At the same time, the development of this sector faces objective difficulties that require timely leveling systematization. In this regard, the purpose of the study is to work out scientific and practical recommendations for the development of management institutional infrastructure of agroinvestment policy of the region based on effective redistribution of limited land resources. Thus to achieve this goal the article proposes systematization of the features of investments in agro-industrial complex, the desired updated infrastructure is formed and methodological features of land redistribution are disclosed. The object of the study was the activities of agribusiness entities in the region, and the subject was regional agroinvestment policy aimed at more effective redistribution of land resources in order to maximize the effectiveness of the agricultural sector. As a result, the research revealed more than 15 key factors hindering implementation of agroinvestment projects. Their application in the process of formulation and justification of organizational and managerial decisions will at least allow to level some of the risks of the developed agroinvestment policy. In addition, it is proposed to update the institutions and management tools of regional agroinvestment policy based on the redistribution of limited land resources. A distinctive feature of such improvement is the provision of an operational opportunity to territorial authorities to withdraw lands not involved in agricultural turnover in favor of agribusiness entities that are able to use them more efficiently and effectively, taking into account the achievement of common strategic and local socio-economic goals for the development of the industry and the subject of the Russian Federation as a whole.Downloads
