Improvement of centralization system of municipal procurement in the Komi Republic based on agile technology

The purpose of the research is to develop flexible technology to improve centralization system of municipal procurement in the Komi Republic. To achieve this goal, the following tasks were solved: analysis of the theoretical and legal foundations of the possibility to centralize municipal procurement under modern conditions of the contract system and development of proposals to use flexible technology under conditions of structural centralization of municipal procurement. The practical significance is increasing the procurement procedures efficiency at the municipal level through introduction of flexible technologies in the centralization system of relevant competitive procedures. The following methods were used in the course of the study: the method of study and generalization of scientific literature (it was used to obtain general information about the object under study for its qualitative use), methods of analysis, synthesis, grouping and classification of data for detailed study of the object and the subject of the research, and hypothetical method for identifying cause-and-effect relationships of identified problems. As a result, the experience of using flexible development technology at the regional level in terms of centralization system of municipal procurement was analyzed. The main problems were identified on its basis, which made it possible to develop the proposals for improving centralization system of municipal procurement based on flexible technology in the Komi Republic, followed by identification of various effects from the proposed measures. Further promising area of the research is the development of methodology for centralization of municipal procurement in the context of import substitution at the regional level taking into account the existing prohibitions and restrictions.Downloads
