Abstract

In the article adverse for Russia conditions of foreign trade of hydrocarbons and dependence of the budget of the country on the parametres of the world oil market are analyzed. In Russian economy high elasticity of oil and gas incomes of the budget to the prices of oil remains and thereupon there is a question of export diversification and change of export policy as a whole.
