ACTUAL PROBLEMS OF REALIZATION OF REGIONAL DEVELOPMENT PROGRAMS

In the article the theme of effective development of regional programs is considered. The existing lacks and problems at their working out and introduction are considered in detail. Communication between two levels of power, federal and regional, is noted, and the optimum mechanism of their interaction is developed. The ways of solving the most thorny questions of regional policy by means of introduction of the program-target approach are studied. Advantages of such approach at economy development, social policy and labour market of the subjects of the Russian Federation are underlined.Downloads
